The People’s Hearings on Immigration Enforcement

Documenting community testimony, demanding accountability, and protecting constitutional rights across the nation.

The People’s Hearings on Immigration Enforcement is a community-led effort to document and preserve public testimony about the impact of federal immigration enforcement on civil rights, constitutional protections, and community safety. The hearings help build a broader public record that connects experiences across communities and cities, strengthening calls for accountability, oversight, and reform.

Why the Public Record Matters

Documenting these experiences ensures that the voices of people and communities impacted by immigration enforcement are heard and preserved. A public record can help identify patterns, inform policy discussions, strengthen oversight efforts, support research and advocacy, and ensure that lived experiences are not overlooked.

Minnesota

Following Operation Metro Surge—the largest federal immigration enforcement deployment in DHS history—28 community members, elected leaders, and legal experts testified on widespread civil rights violations, detainee disappearances, and unlawful detentions.

Chicago

Held at the UIC School of Law and moderated by USCCR Chair Rochelle Garza and former Chair Marty Castro, this hearing documented how aggressive federal tactics and detention practices left neighborhood communities across Chicago feeling "under siege".

Los Angeles

Focused on the devastating aftermath of federal workplace and neighborhood raids across Southern California. Testimonies highlighted severe due process violations alongside the extraordinary grassroots rapid-response networks organized by locals.

San Antonio

Hosted at Our Lady of the Lake University, this Texas forum gathered testimonies from directly impacted families and legal scholars detailing the civil rights impacts of aggressive federal operations and roving patrols in South Texas.

Dallas

Impacted families, community defense organizers, and advocates gathered to build an official record of family separations, federal overreach, and the climate of fear created by enforcement operations throughout North Texas.

Charlotte

Following Operation Charlotte's Web, over 25 residents, business owners, and advocates shared testimony on how federal immigration enforcement disrupted local communities.

Reports & Published Records

As the public hearings progress across the country, we are compiling community testimonies, expert findings, and policy recommendations into official reports.

Our inaugural release, The People’s Record: Minnesota, documents 28 testimonies exposing severe civil rights violations following Operation Metro Surge and outlines 7 key recommendations for federal accountability. Additional city reports will be published here as they are released.
